Board

With a range of skills and expertise, our VicTrack Board members are experienced business leaders who work together to guide our strategic objectives and oversee the implementation of our goals. Sustainable management of Victoria’s transport assets is a key priority for the group, as is maintaining the highest standards of integrity as we work towards the state’s broader transport and economic objectives. Our VicTrack Board of Directors is responsible for overall business performance and our corporate governance practices. Our Board is made up of independent non-executive Directors:

  • Paul Hardy
    Paul Hardy

    BE, MEngSci., GAICD, FIEAust
    Chair

    Paul has over two decades of board experience with expertise in the infrastructure, engineering, healthcare, sport, education and not-for-profit sectors.

    At board level, he is passionate about driving growth and performance, having led one of the world’s leading engineering, project delivery, advisory and technical services companies and advising startup companies in the pharmaceutical, health, technology, AI and social investments sectors.

    As an investor, Paul partners with the PAN Group which invests in and drives the commercialisation of start-ups. Paul is a director on the boards of Citywide and Grampians Wimmera Mallee Water Corporation, and is also a Member of Council of La Trobe University.

    Previously he was the Global CEO of Aurecon, managing 80 offices in 22 countries, leading a three-way merger and managing the subsequent strategy, structure and culture alignment along with the five-year strategic roadmap and overseeing multi-billion-dollar projects.

    Paul holds a Master of Engineering Science and is a Graduate of the Australian Institute of Company Directors.

    He has also been recognised by Engineers Australia as one of Australia's 100 most influential engineers (2009–13) and received a Monash University Distinguished Alumni Award in 2019.

     
  • Katrina Lai
    Katrina Lai

    Director

    Katrina has an extensive career as a strategy advisor, with a focus on telecommunications, digital transformation and innovation.

    For over a decade, she was a consultant and senior executive at Telstra, and led the company’s product and innovation strategy for five years.

    Katrina has also worked as an independent advisor to state and federal government on telecommunications strategy and project management. 

    Katrina is an experienced non-executive director with over 16 years of service on government boards in the health, education and water sectors.

    She currently serves on the boards of Bendigo Kangan Institute and Gippsland Water and chairs the audit and risk committee of both boards.

    Katrina has previously worked as a corporate lawyer and is a graduate of the AICD Company Directors course.

     
  • Rosemary Martin
    Rosemary Martin

    Director

    Rosemary is an experienced Non-Executive Director with a particular expertise in corporate governance. She brings to the board deep experience in a range of industries.

    Previously Deputy Chair at Parks Victoria, Rosemary also sits on the board of the CFA, is a nonexecutive Director of MerriBek Affordable Housing and is Company Secretary of the Rippon Lea Endowment Fund. Rosemary is a graduate of the Australian Institute of Company Directors and is a trained mediator.

    Rosemary has over three decades’ experience in legal practice across the public and private sectors. She has held General Counsel roles at Public Transport Victoria, Covid19 Quarantine Victoria and the EPA (Victoria) as well as senior leadership positions across other Victorian government agencies.

    She is admitted to the High Court of Australia, the Supreme Court of Victoria and the Supreme Court of New South Wales.

    In addition to her legal and leadership skills, Rosemary brings risk management, audit, mediation, stakeholder engagement, decisionmaking and regulatory expertise.

    Previous appointments include the role of Senior Commissioner of the Land and Environment Court of NSW with a focus on planning, land use and environmental issues.

  • Ben Hubbard
    Ben Hubbard

    Director

    Ben is an experienced Non-Executive Director and strategic adviser, bringing deep governance expertise across the transport, infrastructure, youth and natural resource sectors, together with a career spanning government, public policy and the not-for-profit sector.

    His board experience includes serving as a Director of the Suburban Rail Loop Authority, Chair of VicForests through its transition out of native timber harvesting, and Chair and National President of The Y Australia, one of the country’s largest youth organisations. Ben is a Fellow of the Australian Institute of Company Directors, where he served as a Victorian Councillor and a member of the National Corporate Governance Committee.

    He is currently Principal of Creswell Advisory, an independent consultancy advising governments, peak bodies and international institutions on strategy, policy and governance. He is also a Senior Adviser at Flint Global and has advised the Tony Blair Institute for Global Change across the Asia-Pacific on public sector reform and government transformation.

    Ben has held some of the most senior advisory roles in Australian government, including Chief of Staff to the 27th Prime Minister, the Hon. Julia Gillard MP. He was previously Chief Executive of the Victorian Bushfire Reconstruction and Recovery Authority, leading the State’s whole-of-government recovery effort following the Black Saturday bushfires.

    He holds a Master of Public Policy and Management and a Bachelor of Commerce from the University of Melbourne.

  • Jonathan Metcalfe
    Jonathan Metcalfe
    Chief Executive Officer

     
    Jonathan Metcalfe is a highly experienced and capable leader, bringing extensive experience in railway and public transport to VicTrack. 

    With experience spanning across operational delivery, commercial strategy, customer service, industry reform, cultural change and organisational development, Jonathan has held senior leadership roles in Australia and the United Kingdom.

    This includes CEO of Transdev Australasia (2009–15), Executive Chair of Veolia Transport Melbourne (2008 to 2009), and various positions at Great North Eastern Railway, UK (1996 to 2008), where he served as Customer Operations and HR Director, Chief Operating Officer, and ultimately Chief Executive. 

    More recently, Jonathan has supported leading strategy firms such as LEK Consulting, PwC/Strategy& and Scyne Advisory, guiding clients on key transport projects, including level crossing replacements, Next Generation Transport Telecoms, Digital Train Radio replacement, Transport Contract Management, and Organisational Operating Model Reform.

    He has also served on various boards and advisory committees including the Board of Melbourne Convention and Exhibition Centre, Department of Transport’s Audit, Risk and Integrity Committee, Australian Tourism and Transport Forum, and the Australian British Chamber of Commerce Council.

    He was awarded the Australian Safety Ambassador of the Year in 2013.

     
  • Chris Jones

    Executive General Manager 
    Innovation, Asset Optimisation and Technology Group

    Chris Jones is VicTrack's Deputy Chief Executive and Executive General Manager, Innovation Asset Optimisation and Technology. 

    Chris has significant private and public sector experience, having held senior legal and executive roles in Australia, the United Kingdom and the Czech Republic. He has a detailed understanding of the complexities of VicTrack’s operating environment, having previously worked at the Department of Treasury and Finance, as well as transport and economic development departments. 

    As Deputy Chief Executive, Chris oversees VicTrack’s day-to-day operations including commercial capability, service delivery and performance metrics, in addition to leading Risk & Resilience, Health & Safety and the Company Secretariat to ensure risk and safety considerations are at the forefront of VicTrack’s decision making.  

    As the Executive General Manager, Innovation Asset Optimisation and Technology, Chris leads VicTrack's centre of excellence for innovation, strategic asset and data optimisation, and enterprise-wide digital and technology capability to support VicTrack’s Transformation 2035 vision which is to increase it’s long-term revenue, performance and future readiness. In parallel, this work involves collaborating with partners across the entire transport infrastructure ecosystem to support improved transport outcomes for the State. 

    As a strategic leader, Chris is focused on delivering on VicTrack’s Transformation 2035 agenda and advocating for VicTrack’s role in supporting an integrated and sustainable public transport system.
  • Deanne Leaver
    Deanne Leaver

    Executive General Manager
    Property Group 


    Deanne leads VicTrack’s Property Group, a multi-disciplinary team responsible for land management and commercial activities including property sales, leasing, development, and freight operations. The team works to manage and optimise transport assets. 

    She is a highly respected leader in the public sector with extensive property and asset management experience. Deanne has held senior management roles in various Victorian government agencies, including the Victorian Health Building Authority. She was recognised in the Institute of Public Administration Australia (IPAA) Victoria 2022 Top 50 Public Sector Women Awards. 

    Deanne has led multi-discipline teams to deliver value through the development and implementation of project pipelines, encompassing billion-dollar precinct developments and other infrastructure projects. She is adept at bringing together the strategic, technical and operational advice and functions in complex governance settings. 


  • Andrew Peel
    Andrew Peel

    Executive General Manager
    Telecommunications Group 


    Andrew is Executive General Manager Telecommunications, leading the strategy, delivery and operations of VicTrack’s extensive telecommunications portfolio. 

    With more than two decades in telecommunications and infrastructure across public and private sectors, Andrew brings a wealth of expertise in managing large-scale networks and driving innovation to support critical transport and government services.

    Andrew oversees the state’s fibre, mobile and radio networks that form the backbone of Victoria’s rail transport system, providing essential connectivity. He is passionate about ensuring these networks are reliable, secure and future-ready.

    He has previously successfully led complex transformation programs, introduced new technologies, and built strong industry partnerships.

    His leadership style centres on collaboration, operational excellence and customer outcomes.

    Committed to developing future capability, Andrew is leading VicTrack in exploring emerging technologies and smarter network solutions to meet the evolving needs of customers.

     
  • Verity Harris
    Verity Harris

    Acting Chief Enterprise Services Officer
    Enterprise Services Group

    Verity oversees VicTrack’s enterprise services group including Enterprise IT, People & Culture, Legal & Compliance and Asset Governance.
     
    Verity has significant executive leadership experience in the Victorian public sector across central agencies, departments and public sector entities.

    She has held senior roles in the Department of Treasury and Finance, the Victorian Public Sector Commission, and more recently, the Victorian Planning Authority, which is now part of the Department of Transport and Planning.

    She has experience across a range of strategic policy, integrity, operational and enabling roles. 
     
    As a people-centred and values-driven leader, Verity is focused on delivering the best outcomes expected by the community.

  • James O'Brien
    James O'Brien

    Executive General Manager
    Government Relations, Stakeholder and Communications Group

    James leads VicTrack’s Government Relations, Stakeholder and Communications function, to advance key VicTrack priorities, including major transport projects, property development and in the telecommunications sector.  
     
    James is experienced in working with executive leaders to solve complex matters and effectively communicating outcomes to diverse stakeholders.

    He has had an extensive career specialising in government relations, public policy, advocacy, strategy, communications and engagement, across State and Federal Government departments, the not-for-profit sector and in consulting. 

    As a former Ministerial Chief of Staff, James has a strong understanding of government decision-making. 

    James leads a multi-disciplinary team of communications, marketing, change management and stakeholder engagement professionals to deliver effective communications, and work closely with Ministerial offices, Members of Parliaments, government departments, local governments, regulators and industry partners.

    His team also supports engagement activities to drive greater community benefit.  

    He is a Graduate of the Australian Institute of Company Directors. 

     

  • Simon McLennan

    Finance, Procurement & Assurance Group
     
    Simon is VicTrack’s Chief Financial Officer and leads the Finance, Procurement & Assurance Group, overseeing VicTrack's integrity and accountability through strong financial management, procurement, project governance, audit and assurance.  

    As a Chartered Accountant, Simon brings extensive financial and commercial leadership attained from over 20 years’ experience in large ASX listed corporations, private companies and chartered accounting environments.

    Simon began his career with KPMG in assurance and advisory before moving to GM Holden Limited and Coles Limited where he held various senior commercial finance and transformation roles – bringing a unique blend of industry experience across automotive, property and construction, manufacturing, retail, and FMCG.

    Since joining VicTrack in 2015, Simon has worked across all operational groups and held several senior commercial finance roles. As Chief Financial Officer, Simon uses his commercial and operational knowledge to optimise business performance and drive strategic initiatives that ensure VicTrack’s long-term financial sustainability.

    Simon is also VicTrack’s Chief Audit Officer.
