VicTrack owns Victoria’s rail land, buildings and infrastructure. We protect and enhance the value of these assets and re-invest into the public transport system to benefit all Victorians.

With much of our asset portfolio dedicated to rail transport—our land, infrastructure, trams, trains and telecommunication networks—our focus is on strategic asset management and supporting the delivery of better transport solutions.

Our telecommunications network is an asset of state significance that is essential to supporting Victoria’s transport system.

Whether we’re planning and managing the use of transport land, upgrading the telecommunication network or partnering on major infrastructure projects, our job is to ensure the state’s assets continue to serve Victoria now and well into the future.

With a strong commercial focus, we are able to drive investment back to transport and communities and support other non-commercial activities including community projects, and environmental and heritage preservation.

  • Ownership and operation

VicTrack is a state-owned organisation with an independent Board that oversees our performance. We are the owners of Victoria’s transport assets, and act as administrators of Rolling Stock Holdings, which holds all classes of rolling stock.

We work alongside our transport partners, Department of Transport and PlanningMetro, Yarra Trams, and V/Line, – to support the Victorian Government’s transport agenda.

We report to the Treasurer, the Minister for Transport Infrastructure and the Minister for Public and Active Transport and work closely with a wide range of government departments, agencies, authorities, and the community.

Land, infrastructure, telecommunications networks and rolling stock for tram and metropolitan and regional train services are leased to the Department of Transport and Planning. The department in turn operates public transport services via franchise agreements with transport operators.

The franchise agreements determine the allocation of transport assets to transport operators— Metro, V/Line and Yarra Trams who deliver public transport services and manage the assets. Assets not in use for transport remain under VicTrack’s management. We seek to commercialise those assets and re-invest the proceeds for transport purposes.
